The idea

## Money that moves earns a reward. Money that sits pays a fee.

## The scalpel

- Spending is money times its speed, the speed Fisher called “the velocity of circulation, or rapidity of turnover”.
- Money that sits does no work: “In depression times, the average dollar circulates only about a third as fast as usual”.
- The central bank works the quantity: its purchases of Treasury bills “increase the size of the Fed’s balance sheet and the amount of reserves in the banking system”.
- VP2.0 works the speed, which makes it a velocity currency: claim 2 is a network “configured to perform autonomous velocity-governing operations”.
- Idle money pays a stated “holding fee”, spending earns a “spending reward”, and the fees go back out as rewards and pay for work.

## In plain words

Money does its work when it moves. Each time a dollar is spent, it is income for the person paid, who can spend it again.

VP2.0 is a velocity currency: a digital currency, described in a patent application, that charges a small, stated fee on money left sitting, rewards money that is spent, and puts the fees back to work.

Beyond the stamp

## What VP2.0 adds to the stamp of 1932

01

### It pays the spender

Fisher called his stamp “more like a tax on hoarding than a sales tax”. VP2.0 keeps the charge and adds “a spending reward”.

02

### It collects itself

No “stamps purchased at a post office”: the fee is “periodically deducted from an unspent wallet balance”.

03

### It tunes itself, inside set limits

Not one price set once: each rate may move, but only under “an authorized transition rule”, and the transaction fee only within a range that in the example runs “from approximately 0.5% to approximately 2%”.

04

### Each added vote costs more

Holders decide, and votes cost “a square of the number of votes cast”: on one ballot, 100 times the tokens buys 10 times the votes.

The speed of money

## One dollar, many hands

*One dollar passing from hand to hand around eight people*

### One month · the same $100

$217

paid to the people it passes, at **2.17** turns a month

- A slump 0.72 a month
- Normal times 2.17 a month
- Stamp scrip 8.67 a month
- Wörgl, 1932 20 a month
- Fisher, 1933: in a depression the average dollar circulates “only about a third as fast as usual”.
- Fisher, 1933: stamp scrip at twice a week is “four times the speed of an average dollar in normal times”, so the average dollar turns once every two weeks.
- Fisher, 1933: “the average scrip certificate will be unloaded twice a week”.
- The mayor of Wörgl: the first wages paid “returned to the city 20 times a month”.

Each turn is a payment to someone. Choose a speed: the money stays the same; what it pays does not.

Who wins

## It pays the people who keep money moving

The shopper

### A reward on each purchase

Each purchase earns “a spending reward”, credited to the person who spent.

The shop

### The sale, and the one after

The fund’s pay comes back as sales: its recipient “may spend the received value with a merchant participant”.

The worker

### Paid from the fund

The fund “may pay an eligible worker or other approved recipient for an eligible activity”.

The saver

### Savings can be locked out of the fee

A locked balance “may, for example, be exempted from a holding-fee mechanism”.

The community

### Nine-tenths of the fund, in FIG. 26

“approximately ninety percent” of what the fund receives goes to societal initiatives, which “may fund a job-creation program”.

Every voter

### Each added vote costs more than the last

Votes cost “a square of the number of votes cast”, which “may reduce a marginal influence gained by a single token holder”.

Who pays

Every purchase pays a small fee, and money left idle pays a holding fee of “a portion of the unspent balance”: the more that sits, the more it pays.

[Who it pays, and why](https://velocityprosperity.com/what-it-adds/)

Two levers

## Two ways to raise spending

More money

### The quantity

When the Federal Reserve buys Treasury bills, the money it pays becomes reserves in the banking system.

> “These RMPs—which increase the size of the Fed’s balance sheet and the amount of reserves in the banking system—would consist of Treasury bills”
> — [Federal Reserve Bank of New York, 2026](https://tellerwindow.newyorkfed.org/2026/03/31/the-implementation-of-reserve-management-purchases-to-maintain-ample-reserves/)

Faster money

### The speed

VP2.0 charges money that sits and rewards money that moves, to have the same money spent more often.

> “An illustrative, non-limiting holding-fee rate may fall within a range of approximately 0.5% to 2% of the unspent balance per interval, while an illustrative, non-limiting spending-reward rate credited to a network participant 110 responsive to a transaction may fall within a range of approximately 5% to 10% of the transaction value.”

The mechanism

## The loop

*The eight steps as one loop: step 8 returns value to step 1*

A purchase pays a fee, the fee funds rewards and work, idle money pays a holding fee, and the worker spends the pay, which starts the loop again.

The question

## What is VP2.0?

A velocity currency described in a patent application by Gavin Robert McGowen: spending earns a reward, an unspent balance pays a holding fee at a set interval, and a fund built from the fees pays for work and other approved initiatives.

**The sources in full every quotation on this page, where it stands**

> “Continuing the illustrative eight-operation economic cycle, a network participant 110 may transfer value to a merchant participant, a transaction fee may be deducted and directed to economic-stimulation fund 400, economic-stimulation fund 400 may allocate a portion of the received fee to a rewards pool, the rewards pool may credit a spending reward to the transacting network participant 110, a holding fee may be periodically deducted from an unspent wallet balance and directed to economic-stimulation fund 400, economic-stimulation fund 400 may allocate a further portion to reinvestment and participation support 170, reinvestment and participation support 170 may pay an eligible worker or other approved recipient for an eligible activity, and the recipient may spend the received value with a merchant participant, thereby returning transaction-derived value to transaction activity and circulation 120.”
> — VP2.0 specification

> “A distributed digital-currency ledger network configured to perform autonomous velocity-governing operations, the network comprising:”
> — VP2.0 · Claim 2

How it is read claim 2 names the network by what it governs, its velocity: it is “configured to perform autonomous velocity-governing operations”. A velocity currency, in this site’s words, is a currency governed by the speed of its money rather than by its quantity.

> “The important magnitude, called the velocity of circulation, or rapidity of turnover, is simply the quotient obtained by dividing the total money payments for goods in the course of a year by the average amount of money in circulation by which those payments are effected.”
> — [Fisher, The Purchasing Power of Money (2d ed. 1922), ch. II](https://www.econlib.org/library/YPDBooks/Fisher/fshPPM2.html)

How it is read Fisher defines velocity as a year’s money payments divided by the money in circulation; so the payments equal the money times its velocity.

> “In depression times, the average dollar circulates only about a third as fast as usual so that a turnover of twice a week becomes twelve times the depression average for conventional money.”
> — [Fisher, Stamp Scrip (1933), ch. III](https://userpage.fu-berlin.de/~roehrigw/fisher/stamp3.html)

How it is read a payment is a dollar changing hands, so a dollar that is not spent makes no payment.

> “These RMPs—which increase the size of the Fed’s balance sheet and the amount of reserves in the banking system—would consist of Treasury bills and, if needed, other Treasury securities with remaining maturities of three years or less.”
> — [Federal Reserve Bank of New York, The Teller Window (Mar. 31, 2026)](https://tellerwindow.newyorkfed.org/2026/03/31/the-implementation-of-reserve-management-purchases-to-maintain-ample-reserves/)

> “Increase the System Open Market Account holdings of securities through purchases of Treasury bills and, if needed, other Treasury securities with remaining maturities of 3 years or less to maintain an ample level of reserves.”
> — [FOMC, Implementation Note issued December 10, 2025 (the directive)](https://federalreserve.gov/newsevents/pressreleases/monetary20251210a1.htm)

> — [Fisher, The Purchasing Power of Money (2d ed. 1922), ch. II](https://www.econlib.org/library/YPDBooks/Fisher/fshPPM2.html)

How it is read each exchange in Fisher’s equation has a payer and a payee; the payee’s receipt is the payer’s spending.

> “The authorized range applied to dynamic fee 1300 may, for example, extend from approximately 0.5% to approximately 2% of a transaction amount.”
> — VP2.0 specification

> “the nonlinear function is equal to a square of the number of votes cast in the vote; the governance subsystem is configured to determine that the proposal has passed responsive to a participation rate meeting or exceeding a governance quorum and a total number of yes votes exceeding a total number of no votes; and”
> — VP2.0 · Claim 10

How it is read on one ballot, if n votes cost n² tokens, then t tokens buy √t votes, and √100 = 10.

> “At the very least, the average scrip certificate will be unloaded twice a week - a speed that is four times the speed of an average dollar in normal times.”
> — [Fisher, Stamp Scrip (1933), ch. III](https://userpage.fu-berlin.de/~roehrigw/fisher/stamp3.html)

How it is read twice a week is four times the normal speed, so the normal speed is once in two weeks: 26 turns a year.

> “As to the rate of turnover, the mayor reports that the amount of the first wages paid has returned to the city 20 times a month.”
> — [Fisher, Stamp Scrip (1933), ch. IV](https://userpage.fu-berlin.de/~roehrigw/fisher/stamp4.html)

> “In a savings-tier configuration of that embodiment, a locked value amount may, for example, be exempted from a holding-fee mechanism described above and may be associated with a principal-protection condition, together with a return calculated at a rate lower than a return associated with an investment-tier configuration.”
> — VP2.0 specification

> “A fourth share allocated to societal initiatives 3708 may, for example, equal approximately ninety percent of an amount received by economic-stimulation fund 400 in the same illustrative configuration.”
